On March 23rd, 2010, at the ICT meeting room in Phuket Provincial Office, Smith Palwatwichai, a vice governor of Phuket, presided over a meeting about accident prevention during the Songkran Festival 2010. San Chantawong, Head of Office of Disaster Prevention and Mitigation Phuket, Dr Wiwat Sitamanote, the deputy head of Phuket Provincial Public Health Office, Paiboon Upaitising, the president of Phuket Provincial Administrative Organization, Kanok Siripanichkorn, Head of Phuket Transportation Office, and related government officers attended the meeting.
San said that the related government office had already set up an accident prevention plan used in the Songkran Festival 2009 by integrating and analyzing problems and safety of roads in Phuket before carrying on the plan following a ‘5E’ strategy: engage, explore, explain, extend, and evaluate.
Dr.Wiwat said that last year the number of people injured or killed in accidents during the festival decreased. Most of the victims were aged 15 – 20 years old and the peak time for accidents was 5 p.m. and 1 a.m. The areas where most accidents happened were in Muang district consisting Rassada sub-district, Vichit sub-district, and Thalad Yai sub-district. The main factor that led to accidents was drinking and driving therefore this year there will be very serious punishments for drunken drivers.
